Portugal’s ‘quiet vaccinations hero’ vice-admiral Henrique Gouveia e Melo is set to be given the job of Head of the Admiralty. Thursday’s Council of Ministers is expected to propose the appointment to President Marcelo (who is already ‘on board’). In other words, the process is a formality: the vice-admiral’s new post is confirmed, which means he will have a decisive say in appointing the Navy’s top brass at a time when the service is struggling to revive after years of under-investment.
