Setúbal municipality risks €10 million fine over bungled refugee-processing

Setúbal town council risks a fine of €10 million over its pilloried reception of Ukrainian refugees. Legal experts have been telling Expresso that for Russian Igor Khashin to have simply used municipal computers (as he claims he did) a formal contract should have been drawn up. For his Edinstvo association to have been ‘employed’ in processing refugees should also have been regulated by a contract – and this is irrespective of whether Mr Khashin is, or is not, pro-Putin. There are currently three inquiries into the legality of the municipality’s handling of refugee processing: one by PJ police, another by tax regulators and a third by the Commission for Data Protection.
