I saw the article in the Algarve Resident of January 18, 2013.
Here in Ireland they had a fixed rate per household for rubbish collection. They also changed that for the “pay as you throw” system.
However, the result was that people dumped the rubbish everywhere to pay as little for the less rubbish!
As a result of this, many towns and villages went back to the old system of fixed pricing.
I hope that your beautiful Portugal will not become a rubbish dump!
