Dear Editor,
What a horrible story. Nothing justifies chaining up a 10-year-old boy, even if their parents were under enormous emotional strain due to the child’s behaviour.
What’s important to establish is whether the boy has a natural behavioural problem and be provided with specialist treatment, or whether his bad behaviour has been caused by bad parenting, in which case his parents need treatment too!
