It seems clear to me that Cavaco’s speech was nothing more than a disguised appeal for people to vote for the PSD/CDS-PP coalition.
I believe the only way an absolute majority can be achieved is if the coalition wins the elections – as it seems unlikely that PS will win with such a crushing advantage, or even team up with anyone else.
Thus the only way I can interpret the president’s speech is as a request for the Portuguese to vote for PSD/CDS-PP.
I may be wrong, but it wouldn’t be surprising coming from a president with a long history linked to PSD and who rarely opposed the coalition’s austerity-based policies.
