While law-abiding folk face the problems of an austerity-bound national health service, Portugal’s prisoners enjoy the unusual scenario of private medical care behind bars.
The situation results from a legislative “glitch” which excludes SNS health services from operating in the country’s jails.
But as it is ethically wrong to deny the 14,000-strong prison population medical care, the government has no choice. It has to contract private companies.
Thus the finance ministry has authorised the justice ministry to spend €3.5 million hiring private health professionals between 2014 and 2017.
