Prime minister António Costa has “advised the European Union today that there should be a permanent mechanism created to respond to crises”. He told parliament that the “experience of the last few years has shown that crisis are not permanent, but they are recurrent” – and therefore there should be a mechanism in place, permanently, rather than transitory mechanisms created as and when they are required.
