The Portuguese could be smoking cigarettes with higher levels of nicotine than is allowed by law. This is because there is a lack of checks and controls on tobacco imported into the country. According to a Harvard University investigation, various specialists said that controls are simply not tough enough or sufficient in Portugal to guarantee that smokers know exactly what chemicals they are consuming.
