Portugal, England, the Netherlands and Germany contested the 39th Annual Algarve Tournament for Under 17 teams.
The hosts drew 1-1 with England in the opening game in Parchal, Lagoa with midfielder Miguel Luís (Sporting Lisbon) finding the net after eight minutes.
England got stronger as the game went on with Jonathan Leko (West Bromwich Albion) giving an impressive display of fast attacking wing play.
Samuel Shashoua (Tottenham Hotspur) levelled matters seven minutes after the restart from a Leko cross.
Germany beat the Netherlands 1-0 in their opening game before coming back from two goals down to draw their second match 2-2 with England.
A first-half brace from Sheffield Wednesday striker George Hirst had put the Young Lions on course for their first win of 2016 and Ipswich Town keeper Nick Hayes kept England’s lead in tact with a penalty save in the second-half.
Florian Baak pulled a goal back for Germany before substitute Renat Dadashov made it 2-2 in the final minute of stoppage time.
In the final round of games on Tuesday, the Netherlands beat England 2-0 whilst Germany thrashed Portugal 5-0 to win the tournament.
