Roger Ferris (Leonardo DiCaprio) is a covert CIA agent based in Jordan. Ferris is searching for a terrorist group that has been bombing civilian targets when he uncovers information on the Islamist mastermind Al-Saleem.
A complicated plan to infiltrate the terrorist network is hatched between Ferris and his boss, Ed Hoffman (Russell Crowe) which sees the CIA agents being forced to trust the chief of Jordanian Intelligence. This leads to an uneasy alliance between the two operatives highlighting cultural and moral clashes.
