Lifeguards should be supervising beaches during the hot autumn days, says the Portuguese Navy.
The authority also reminded Câmaras that they can request an extension of the bathing season, particularly at beaches where incidents are more likely to occur.
The Portuguese Federation of Beach Lifeguards (FEPONS) has proposed that a municipal tax is charged to local businesses, which would then allow the civil protection to contract lifeguards off season.
The hiring of lifeguards is currently the sole responsibility of beach concessionaries.
