Ask Afpop – EU Digital COVID Certificate

In this new monthly column, afpop, Portugal’s largest foreign residents’ association, aims to answer some of the most frequently-asked questions by members.

EU Digital COVID Certificate

Question: I have had my two COVID vaccinations and I have heard about a Digital Certificate. Do I need to have one and, if so, how can I apply for mine?

afpop answers: The EU Digital COVID Certificate is intended to facilitate safe, free movement of citizens in the EU during the COVID-19 pandemic. Countries have started issuing and using it already and it has become available in most EU Member States as of July 1, 2021.

The EU COVID Digital Certificate is a digital document that will provide proof that a person has been fully vaccinated against COVID-19, or received a negative result on a test, or has recovered from COVID-19.

The Certificate is free of charge and issued in Portuguese and English, and may be requested at this stage by nationals and foreigners who hold a ‘utente’ number of the national health service (SNS) and who were vaccinated in Portugal.

However, it may not exempt their holders from complying with additional public health measures in the country of destination when travelling, and travellers should check the requirements in their destination ahead of the journey.

The EU COVID Digital Certificate is valid in all member states, as well as in Iceland, Liechtenstein, Norway and Switzerland. The Certificate is accepted in digital or paper form.

You can apply for the Certificate in Portugal on the following website https://www.sns24.gov.pt/ and there are apps in the Android and Apple stores which can be downloaded. You should look for ‘SNS24 app’.

We have a Fact Sheet available for our members on how to apply for the Digital Certificate step-by-step.
