I can only tell you about my experience concerning the GNR. Three hours we waited for help, to stop workmen on our adjoining plot cutting down our fence and gates.
When the GNR finally arrived, there was no help, no reassurances, no nothing. They simply said it was a civil matter.
Despite us showing the licence for the fence at a cost of €500 off they went.
We had to find a lawyer who spoke both Portuguese and English to write a complaint about our neighbour and start legal action against him as it is not just a civil matter as the GNR had said – it is also criminal.
So all I can say to people, especially if you’re not Portuguese, is: do not be misled by false promises of help and do not waste your money on installing alarm systems that are ignored, if you are foreign.
